Description
English: Akamatsu was one of the Japanese naval officers who came to the Netherlands in 1862 to follow the construction of the steamship Kaiyo-maru, which was being built by order of the Japanese government. Some of them attended courses in navigation techniques given by Dutch naval officers. Akamatsu stayed in the Netherlands longer than his fellow students and lived for some time in a house along the Amsterdam canals. When Togukawa Akitake (1853-1910) went to Paris in 1867 to represent the Japanese government at the Paris Exposition, Akamatsu saw to his accreditation. He remained with the Japanese Navy and was finally promoted to vice-admiral.
