Creato sulla base della seguente descrizione testuale: "drappo di stoffa a forma di stendardo a due colori in bande verticali uguali: a sinistra di chi guarda colore bianco, a destra colore rosso. Il bordo inferiore è a tre lobi di frange ed al centro è riprodotto lo stemma del Comune sormontato dalla scritta ad arco “Comune di Capena”. Il campo del gonfalone è decorato da motivi floreali di colore argenteo. (Statuto comunale, art. 7 comma 2)"
