Rumsfeld (right) congratulates former Portuguese Minister of Defense Paulo Portas after awarding him the Department of Defense Medal for Distinguished Public Service in the Pentagon on May 4, 2005. Rumsfeld recognized Portas for his leadership and service as Portugal's minister of defense. Under Portas' leadership, Portugal created modern, deployable forces that played important roles in the stabilization of Afghanistan and Iraq, and in support of peacekeeping deployments to Bosnia, Kosovo, East Timor, and throughout Africa.
