I asked the photographer to release it under the GDFL or into the public domain. He replied:

Yes, you can use the Dreadlocked Man image. I, Jonathan Stephens,
hereby release the image as GDFL or public domain.

I then replied telling him that I was taking that as a GDFL release.

I sent him a link to http://en.wikipedia.org/wiki/Wikipedia:Text_of_the_GNU_Free_Documentation_License so that he knew what he was agreeing to.

I have also requested a higher resolution version of the image and await a reply.
