Though the sovereigns armorial achievements are not fixed in the 16th century, you haven't taken the most frequent and most official version of the arms of Philipp and Mary. Many coins of theit reign, as well as the state seal of Mary and Philipp, describe the first quarter of the CoA as the arms of the catholics kings.
