I don't get this. Is this a sign saying there is no speed limit, or is this a sign saying you must not move? Dude00007 (talk)

It was created by User:Mr. Matté (see the history of w:en:User:Mr._Matté/Userboxes/Speed_limit-0) to be used in userboxes. It is part of a scale, from (speed limit) 5 -- personal preference for a strict adherence to the limit, to 0 -- no adherence. As such it only resembles MUTCD speed signs.
