- The image was harvested from a website which declares that all images are copyrighted and "All Rights Reserved". This is absolute and is therefore not suitable for inclusion on Wikimedia Commons. - You declared it when you uploaded it, and did you not spot the "some rights reserved" bit? The website you got the image from does not license any of their images CC or otherwise. No! You're the one who is all confused here and making bad assumptions. I'm long time user and I know Commons only allow free media, and I upload non free media on my main wiki. This symbol as you may not seen it, it's a CC-BY symbol. Fotolife has it's own copyrights like Flickr but allows users to upload files using the license they want.
