I could correlate the county names to FIPS codes, which would make derivatives based on some GIS data more straightforward to do programatically. My immediate project is to create an SVG version of this image, but I could see this having wider application.

The question is where to store the code. Is there an available non-visible attribute in the SVG path object? If not, the options I see are adding it to the id or the label field. That could be done with a "_FIPS" key: "MD_Prince_Georges_FIPS_24033", e.g. If that's not universally acceptable, I could post it under a new name.
