Contexto: Argentina, neutral durante el conflicto bélico se vio envuelta en un escándalo diplomático al hacerse públicas comunicaciones del ministro alemán Karl von Luxburg contra la marina mercante y miembros del gabinete. Si bien no terminaría modificando la postura del país fue utilizado como elemento de presión por las potencia aliadas, que controlaban importantes áreas de la economía argentina.
